Queen Anne Soccer Club Constitution

Organization Name

This organization shall be known as the Queen Anne Soccer Club referred to as the QASC. The QASC will be an affiliated club and is a member of the Seattle Youth Soccer Association (SYSA) and the Washington State Soccer Association (WYSA).

Objective

The objective of the Queen Anne Soccer Club is to develop and promote a vital and exciting soccer program in the Queen Anne community in Seattle, Washington. This is accomplished through programs designed to educate players and parents about the sport of soccer and develop public awareness. These programs will provide opportunity for training and play for all interested parties and shall be designed to develop, skill fitness, teamwork, and fair play.

Description and Governing Body

The QASC will be responsible for setting policy objectives, providing for game and field scheduling, game rules, officials, equipment, recruiting and training coaches, and organization.

The governing body of the QASC will be the Executive Board, hereafter referred to as the Board, which shall consist of, but not be limited to, the following:

  • President
  • Vice President
  • Secretary
  • Treasurer
  • Registrar
  • Commissioner
  • Coaching and Player Development Director

They shall be elected at the General Meeting in the spring. All appointed directors shall be approved by a majority of the Board.
 

Board Decisions

All matters of policy shall be decided by a simple majority vote. A majority of the current active Board members shall constitute a quorum.

The President, Vice President, Secretary, Treasurer and Registrar shall constitute an emergency committee to pass on matters demanding immediate attention, where it is impractical to call a Board meeting.
 

Duties and Responsibilities

The duties and responsibilities of the members of the Board shall be as follows:

President

The President shall officially preside at all meetings; be Chairman of the Board; be the official representative of the QASC; be authorized to sign checks; vote only to break a tie at general and board meetings.

Vice President

The Vice President shall succeed to the office and powers of the President in his absence, or for the remainder of his term if vacated for any reason. In the event of such a vacancy, the Board shall elect a successor to the post of Vice President. He shall be the Chairman of the Match Protest Committee, shall resolve the Other Grievances as described in the Bylaws, and be responsible for inventory and equipment purchases.

Secretary

The Secretary shall attend to all correspondence for the QASC, keep detailed minutes of all Board and general meetings, keep records as necessary, be responsible for the QASC only with the knowledge and permission of the President.
 

Treasurer

The Treasurer shall have charge of the finances of QASC. He/she shall report on the finances at all Board and general meetings, and shall submit financial transactions and the status of the finances at the Annual General Meeting. He/she shall be authorized to sign checks.
 

Coaching and Player Program Director

The Coaching and Player Program Director shall be responsible for scheduling coaching clinics.

Field Scheduler

The Field Scheduler shall be responsible of scheduling fields and teams for practices and games.

Registrar

The Registrar shall be in charge of the process of registering players for the soccer programs provided by the QASC (i.e.: Spring and/or Fall). In addition, the Registrar shall be responsible for sending appropriate forms and fees to the WSYSA for all participating players, coaches, and officers.

Commissioner - League Representative

The League Representative shall be responsible for attending the SYSA meetings as the QASC representative and reporting to the QASC of changes, information, and developments from the SYSA.

Judicial Representative

The Judicial Representative  shall be responsible for attending all the Judicial committee meetings as a representative of Queen Anne Soccer Club.

Volunteer Coordinator

The Volunteer Coordinator shall be responsible for recruiting and maintaining volunteers as are needed for various QASC functions, events, or other needs.

Fundraising Director

The Fundraising Director shall have the responsibility of determining and carrying out fundraising programs as agreed upon to further the QASC and foster soccer in Seattle.

Coaches and Assistant Coaches

Team coaches and assistant coaches shall be seasonally approved by the Board.

Membership

Membership in the QASC shall be open to all.

Conduct

The Board shall have the authority to suspend any member of the QASC whose conduct is considered detrimental to the organization.
 

Financial Policy

Fiscal Year
The fiscal year will be from June 1 until May 31.

Major Expenses
Major non-budgeted expenses over $250 from any individual or corporation shall require approval by a majority of the Board.

Unbecoming Behavior

Players’ or coaches’ behavior that is judged to be unbecoming or inappropriate shall be referred to the Board for review and action,

Philosophy

The underlying philosophy of the QASC is to provide an atmosphere of good sportsmanship within which the players and teams can compete, learn and enjoy the game of soccer. In this spirit, all members of the QASC; coaches, players, and parents shall conduct themselves in a sportsmanlike manner. All members shall cooperate fully with the letter and spirit of the rules and Bylaws.

Fees

Fees for participation and uniforms shall be decided by the Board and shall be payable and due at registration.

Other Matters

The Board shall have the power to deal with any matters not explicitly covered by the Bylaws .

Modifications to the Constitution

This constitution, or any section thereof, may be amended by a two-thirds vote of the members present at the AGM or at a special meeting. Written notice of any proposed changes shall be made to each ember of the Board of the QASC at least two weeks prior to the meeting at which such proposed changes shall be submitted to a vote.

Modifications to the Bylaws

The Bylaws , or any section thereof, may be amended by a simple majority vote of the Board members present at the Board meeting. In addition, changes may be proposed by the membership at the AGM and approved by a simple majority of the voting members present.
 

Adoption of the Constitution

This Constitution was approved at the General Meeting on Feb 12, 2002.
